With reference to my confidential despatch of the 22nd January, I have the honour to inform you that large quanti- ties of the seditious Indian newspaper called "Chader" have been intercepted in the Post Office addressed to Indians in this Colony. The papers are printed in Urdu, Gurmukhi and Gujrati and were addressed to Sikhs and Mahomedans alike. These papers have been distributed and posted free of charge by the publish- ing office in San Francisco, the address appearing as the Editor, Hindustan Ghadar, San Francisco, California, United States of America.

A large bundle of another most seditious news- paper called the "Ilam-i-jang" has also been seized.
It was addressed to the Sikh Temple here from San Francisco. copies of a third newspaper called the "Gore ShahiJhulam" have also been intercepted.
